Background

Phone-based counseling has proliferated in availability since the 1990s. Currently, Quitlines provide services for cessation with easy accessibility, convenient counseling, and high effectiveness in all of north Americas as well as many other countries including most countries in the European Union, Australia, New Zealand, and some countries in Asian Pacific region.

However, there was marked variation in reach, type, amount, and quality of services in the world depending on the available resources, infrastructure, and information techniques.

The 2011 Asia Pacific Quitline Workshop (APQW) which was held in Seoul, Republic of Korea on 7-10 June 2011, provided a forum for sharing information and experience of advanced Quitline activities. It also offered an ideal opportunity to promote collaboration and networking of countries in the Asia Pacific region, where the cessation services have been less available.

As a follow-up from the Asia Pacific Quitline Workshop, it is proposed to continue to support the new development of Quitline or improvement of the services with the evaluation on the current situation and technical support in any counties in needed in this region.

With the consensus from some experts in area of cessation services and support from National Cancer Center, Korea and WPRO, it is suggested to held leadership training approach to making understand the theoretical concepts, disseminating basic guidelines for development and operation, allowing good practices and expanding the reach of cessation systems through information technology.  

 

Aim and objectives:

o Aim

For maximizing activities of Quitline as a means to reduce tobacco use

 

o Objectives

-   To discuss the Guidelines of Article 14 as a framework for step-wise development of cessation systems;

-   To share good practices in Quitlines including the various service channel such as telephone, internet, and other mobile technology applications within the context of developing responsive and sustainable cessation systems;

-   To develop projects to expand cessation systems through the continuous supporting and guiding for implementation of Quitlines development and its’ improvement in some countries or regions;

 

Participants

o Candidate list of participating countries

Government officials or professionals who are involved in tobacco control and have concerns with Quitline in each country as below would be encouraged and invited to participate in the workshop.

Brunei, China, India, Japan (Hyogo), Macau, Malaysia (Malacca), Mongolia, PNG, Philippines (Davao City and Makati City), Sri Lanka

 

o The documents to be prepared by Participants

-   Burden of tobacco use

-   Overview on the country or regional tobacco policies

-   Current status on tobacco use (consumption, prevalence, social norm, behaviours, and etc.)  

-   Introduction on available cessation services ( if applicable)

-   Lists and brief description on available resources and infrastructure for tobacco cessation services

* The form for documents will be prepared and delivered to the participants.

 

o Working activities during and after the workshop

Participants will get a chance to sharing good experience on Quitline development and improvement and could develop idea and proposal to establish cessation services regarding their country or regional situation including availability of resources and infra structures.

Participating countries in the workshop will be provided with a small start-up fund to implement a project within a one year period of time. During the implementation phase, their mentors (international expert) will provide technical support, assistance and advice to guide project development.  Pending availability of funds, a mid-project meeting will be organized. Field study visits may also be organized.

 

o Expense for participation in the workshop

Support for air fares, accommodation, and daily expense of invited participants is available. Lunch will be provided for all participants during the workshop.

 

Faculties (Mentors)

The workshop will involve countries and areas that have pioneered in this work.  Some experts from related institutes such as Quit Victoria (Victoria, Australia), The Integrated Smoking Cessation Hotline (HKSAR, China), Nationwide Quitline (Republic of Korea), National Quitline (Thailand), European Quitline Network (UK), Smokers Helpline (California, USA) will serve as mentors and coaches to countries and areas that are interested in starting or improvement of their own Quitline. As well, WPRO and APQN will give a executive and secretarial support for the workshop

Support for air fares, accommodation, and daily expense of international experts and invited speakers is available.

 

o Role of faculties

-   Experience sharing with the participants through the introduction on  Quitline in their country or region

-   Understanding on the country or regional situation for offering cessation services

-   Assessment of the possibility and affordability on development or improvement of cessation services in each country or region

-    Supporting the participants to make the strategic plan  for development or complement of cessation services

-   Promising continuous follow up and technical support for participants to implement the plan for development and improvement of cessation services

-   Involvement in the evaluation on working performance of the participants during the workshop and follow up period.
